3.6.1
The use of Ski-pants is allowed, provided it is of a matching colour of
the skirt or rugby shorts and does not protrude beyond the length of the skirt
or rugby shorts.

With the approval of the Executive Committee the logo of a sponsor may be
displayed on competition apparel, provided the colour of such logo does not
overrule the colour of the competition apparel.

As prescribed by the Controlling body of Sport in South Africa.
Colours as defined in Clauses 1 to 3 of the Regulations, shall be awarded
to players selected by the appropriate Selection Committees, as set out in
Clause 11 of the AKSA Constitution and defined in clause 6 of the Regulations,
and who partakes in at least three (3) AKSA matches at competitive level.
If a player was selected and awarded colours prior to a competition but,
due to circumstances, did not compete, (e.g. injury) such colours shall be
withdrawn. The selection of the
team shall take place during official trials or during the Provincial Championships.
The same colours as awarded to the appropriate team with the inscription
“Manager” .
5.2.2.1 AKSA
REFEREES
Referees
who are appointed by the Referees Association and approved by
the Executive Committee, shall be awarded AKSA colours with the insignia
of Africa and with the inscription “REFEREE” providing he has
refereed at
least one official AKSA match.
5.2.2.2
AKSA COACHES
Coaches
who are appointed by the Coaches Association and approved by
the Executive Committee, shall be awarded AKSA colours with the insignia
of Africa and with the inscription “COACH”
5.2.2.3 SELECTORS
The same colours
as awarded to the appropriate AKSA team he selects
with the inscription ‘SELECTOR”
5.2.3
OTHER OFFICIALS
Officials appointed by the
Executive Committee to represent AKSA at official events shall qualify for AKSA
or appropriate colours
Members of the Executive Committee shall be entitled to the AKSA emblem
with the Africa insignia and the inscription “EXECUTIVE COMMITTEE”
5.3
CONTROL OF AKSA EMBLEMS AN APPAREL
5.3.1 The
illegal use or manufacturing of the AKSA emblem and apparel or the
reproduction thereof is an offence.
The giving away, selling or exchanging of official AKSA apparel and the
wearing of such apparel by anyone who does not qualify is an offence an
disciplinary
and/or legal actions will be taken against such a person or
institution.
5.3.2 Disciplinary
action will be taken when and if necessary by the Executive
Committee to ensure that no conduct or allegations occur which to the
discretion of the Executive Committee come down to the abuse or violation
of the emblems and/or official apparel
.
5.3.3
The Executive Committee must record the names of all the persons to
whom official colours have been awarded.
5.3.4 Persons
to whom colours had been awarded previously can apply to the
Executive Committee for the replacement of such apparel in case of the
loss or obsolescence
thereof.
5.3.5 The Executive
Committee will control all matters concerning the
administration an application of the AKSA emblems and apparel and will
improve and modify rules for that purpose.
6. SELECTION
COMMITTEES, TEAM MANAGERS AND COACHES
6.1 SELECTION COMMITTEES
6.1.1 Selection
Committees shall be elected biennially at the Annual General
Meeting by using
nomination lists for each category of participation.
6.1.2
Each
affiliated Union and Association has the opportunity of nominating
possible candidates on a nomination list for the various Selection
Committees.
Nomination lists should be issued to Unions and Associations
At the Bi-annual General Meeting.
Completed and duly signed lists must
reach the Secretary General at least forty five (45) days prior to the
Annual
General Meeting.
6.1.3 In
order to be included in the list of possible candidates for a specific Selection
Committee a
candidate should be nominated in writing by at least two (2)
Unions or Associations.
6.1.4
To qualify for election, a candidate should have at least three (3) years
experience of Selection Committees at Union level.
6.1.5 Selection Committees are compiled according to demand.
6.1.6 Selection
Committees shall consist of an uneven number of persons, with no
less than three
(3) members per Committee.
6.1.7 No
person may be elected for more than one Selection Committee.
6.1.8 No
Union may have more than one representative per specific Selection
Committee.
6.1.9 No
person may be elected for a Selection Committee unless sanctioned by his
own
Union. A summary of all completed
nomination lists shall be circulated by
the Secretary General to the affiliated Unions and Associations twenty
one (21)
days
prior to the Annual General Meeting.
Sanctioned lists should reach the
Secretary General seven (7) days prior to the commencement of the meeting.
6.1.10 The
election of Selection Committees shall take place sequentially from most
senior
to most junior.
6.1.11 A
person nominated for a specific Selection Committee, but not elected, may
be nominated for
following Selection Committees if he so desires.
6.1.12 The
selection Committee must submit preliminary teams with motivation one (1)
day
prior to final approval as defined
in clause 11.3 of the Constitution.
6.2.1 Team Managers shall be appointed annualy by the Executive Committee
by using nomination lists as guidance only.
6.2.2 Each Union and Association has the opportunity of nominating candidates
on a nomination list from amongst the Committee members of the
Affiliated Associations, the AKSA Executive Committee , the AKSA
Selection Committees and current Union Team Managers. Lists should
reach the Secretary General on the day prior to commencement of the
Provincial Championships.
6.2.3 To qualify for appointment a candidate should have at least two (2) years
experience as Team Manager at Union level or being appointed by AKSA
as an official representative for the duration of the Provincial
Championships.
Team Managers shall be appointed for a maximum period of two (2) years
per category.
6.3.1 Coaches
are appointed by the Coaches Association and approved by the
Executive
Committee.
6.4
REFEREES
6.4.1
Referees are appointed by the Referees Association and approved by the
Executive Committee.
Authorisation for the
right of existence to the following Associations is
granted :

7.2.1
Acts in
accordance with their Constitution as approved by the
Executive Committee.
7.2.2
Actions of the Association Committees are restricted to the defined
activities
of the specific Association and may not be detrimental to the
sport of Action Korfball.
7.2.3
If the Executive Committee is convinced that a specific Association or
Committee member has acted to the detriment of Action Korfball
the
Executive Committee may take disciplinary action against such an
Association or member.
8.1 Committees
are instituted according to the need for dividing the workload and
is compiled
biennially by the Executive Committee. The
chairperson whom
must be an Executive Committee member is appointed annually by the
Executive Committee.
8.2 At
the request of the Executive Committee the Unions
must nominate suitable
persons who may be
co-opted to the respective Committees.
8.3 The
right of existence of the following Committees is granted :

Secretariat
·
Financial,
sponsorship and fund-raising
·
Marketing
·
Media relations
·
Development and
recruitment
·
Constitution
and Regulations
·
Provincial Championships
and official events
·
Any other
Committee as to which the Executive Committee decides.
9.1 In
order to qualify for participation with the power to vote at General Meetings
of
AKSA, Unions and Associations shall adhere to the following
requirements :
9.1.1 All
financial obligations liable to AKSA have been fulfilled.
9.1.2 The
Annual Report and Financial Statements of the Unions for the
current year and
most recent amended Constitution must be in the
possession of AKSA.
9.1.3 A
duly completed and signed letter of credence must be handed to the
Secretary General of AKSA
prior to the meeting.
9.1.4 Non-conforming
of Clause 9.1.1 to 9.1.3 of this Regulations shall result
in a Union or
Association forfeiting its power to vote.
10.1 Nominations
shall take place by show of hand, except for members of
Selection
Committees and Team Managers where nomination lists are
used.
10.2 Each
nomination by the show of hand or nomination list must be seconded by
another Union or Association and shall have the sanction of its own
Union.
10.3 Each
nominated person must provide proof (if so requested) of registration to
a Union and AKSA
for at least the preceding two (2) years and of active
participation during this period for such a nomination to be accepted.
11.1 Registration
as a member is only valid for one (1) season and must be
renewed annually.
11.2 Unions
and Associations affiliate to AKSA once only.
Unions are obliged to
pay
an annual affiliation fee as determined by AKSA but Associations are
exempted from such fees.
11.3 A
Union that is affiliated to AKSA or is intent on affiliation must present its
colours to the
Executive Committee for approval. The
Executive Committee
is empowered to request the Union to alter the colours until approved.
Any
change to the colours must be re-submitted to the Executive Committee for
approval and registration. Colours
already approved and registered may
also be altered by the Executive Committee, if so required.
11.4 Unions
and Associations applying for membership must submit a duly
completed and
signed application form as prescribed and attach all the
required documentation.
11.5 FEES
AKSA shall, from time to time,
determine the membership fees and levies
payable by members and such other fees and levies necessary for the due
and effective functioning of AKSA and for the furtherance of its aims and
objectives.
12.1 All
current as well as potential members register annually with a Union via his
club.
The Unions are responsible for the registration of all members with
AKSA.
12.2 The
member registers via his club within the boundaries of the Union.
A
Union is empowered
to set Regulations for the control of registration within
it’s boundaries.
12.3 The
domicile of the member serves as the only criteria for registration
with a specific
Union, Members previously
registered with a Union as
at 01 July 2000 are not effected.
12.4 No
person may simultaneously be registered with two (2)Unions.
12.5 In the
event of the dissolution of a Union a person may register without
exemption
with the Union where he resides, as defined by the Executive
committee.
12.6 Any
member who changes his domicile during the season may fulfil his
obligations if already selected for a Provincial team or for a
team that has
qualified for an AKSA competition, provided the Executive Committee is
notified.
12.7 Exemption
can only be obtained if all obligations towards his Union and club
have
been fulfilled.
12.8 Registration
fees as determined by the Annual General Meeting and
Biennial General Meeting must be paid or transferred each year
to AKSA by
the Union not later than the second day of the Provincial
Championships.
12.9 Exemption
from a Union can be obtained from 1 October (on the prescribed
application form) and if the Union raises no objection within
fourteen (14)
days after receipt of the application, such member shall
automatically be
exempted.
12.10 A
member is automatically exempted if he has not been registered for three
(3) or more
consecutive years.
Matches are
arranged by the Executive Committee in co-operation with the
National and International Controlling Body and in terms of the
rules
imposed by the International Body.
13.2.1
AKSA
competitions are determined by the Executive Committee.
13.2.2 All
matches shall be played according to the AKSA playing rules.
13.2.3 The
Executive Committee determines the rules (not playing rules) and
basis of play of
the competition as well as the date, venue and time.
13.2.4 The
Executive Committee shall determine the team entries for the
AKSA competitions.
13.2.5
All matches
shall commence at the determined time. In
the event of a
match
not being able to commence at the determined time, points shall
be forfeited by the team unable to commence.
A thirty (30) minute
period of grace shall be allowed for the visiting team.
13.2.6
If the appointed
referee is not available on time, the Organising Body
or official co-ordinator shall make the necessary arrangements
to
enable the match to commence.
13.2.7
The Referees
Association appoints the referee for a specific match.
13.2.8 Referees shall adhere to the dress code as determined by the
Referees Association.
14.1 The
Executive Committee shall give approval of the hosting of Provincial
Championships.
14.2. The
number of the player must correspond with the number as printed in
the
official programme. Amendments to
either the name or the number
should be supplied to the Secretary General of AKSA prior to the
commencement of the first matches.
14.3. The
number of the player shall appear on the back of the shirt or top and
must be legible
visible.
The Executive Committee has the power to take disciplinary action
against any misconduct of individual
members or bodies under
it’s authority.
15.2.1
Except for urgent incidents, member/s must be informed in
writing that
disciplinary steps are being considered as well as
the grievance pertaining to such planned action.
15.2.2
Such notification must stipulate a time and place that the
hearing will take
place and also indicate that the member/s
presence is required.
15.2.3
The written notification referred to in Clause 15.2.1 must be
handed to the person or chairperson of the Body or sent by
registered post to the registered address of the person or
chairperson. Such
notification shall be deemed to have been
received 5 working days after the postal date.
15.2.4 In urgent cases the
Executive Committee may take disciplinary
action against a member/s notwithstanding the fact that
notification as stipulated above has not been given.
Consideration must be given to Clause 15.2.3 and is further
subject to confirmation after proper notification is given to the
member/s. In the event of
the confirmation not being made
within thirty (30) days after the initial disciplinary action, such
action
shall be terminated.
15.2.5
No investigation shall be initiated and no measures shall be
taken against
member/s unless such member/s are present at
such proceedings and is granted the opportunity to defend the
alleged complaint, or had proper notification of the proceedings
and
preferred not to attend.
15.2.6
Any disciplinary action taken in terms hereof by the Executive
Committee must be
related to the seriousness of the offence with
due consideration given to the detriment or damage resulting
from the offence. With the
execution of the punishment the
Executive Committee shall consider any other actions taken by
any other Action Korfball body.
The Executive Committee may, when in terms hereof, institute
measures against member/s or body, apply the following
disciplinary
measures :

§
Fine
§
Temporary
suspension of privileges.
§
Suspension
15.4.1
A member or body suspended may not participate or be involved in any
activity
of Action Korfball.
15.4.2
In the event of a Unions or Association not being able to fulfil its
responsibilities
as a result of disciplinary actions, the Executive
Committee
shall ensure that the korfball activities of the Union or
Association continues.
15.4.3
The Executive Committee must be informed in writing within fourteen
(14)
days of any disciplinary actions taken by Unions or
Associations under its control.
COMMITTE
16.1.2
After receipt of the notification of appeal the Executive
Committee must make the necessary arrangements for the
composition of the Board of Appeal as stipulated in Clause 9 of
the Constitution.
The appeal shall be heard by the Executive Committee.
Upon receipt of
notice of appeal the Executive Committee shall convene a meeting as
stipulated in Clause 16.3.5 and 16.3.6 of this Regulation.
The Executive Committee shall have the right to appoint a Committee of
at least three (3) or a maximum of five (5) to hear the appeal and
formulate
a decision.
16.3.1
A person or body appealing to AKSA or the Board of Appeal
must, within fourteen (14) days advise the following in writing :
16.3.1.1 The
ruling to which the appeal is lodged.
16.3.1.2 The
person or body that made the ruling.
16.3.1.3
The date, time and place
and the method the ruling
was
made known to the appellant.
16.3.1.4
Details of
the punishment or any other disciplinary
action taken
against the appellant.
16.3.1.5
Comprehensive
details of the circumstances that led to
the decisions.
16.3.2
The appellant must send a copy of the notification as stipulated
in Clause 16.3.1
to the person or body against whom the appeal
is lodged. Proof must
be lodged with the Board of Appeal or the
Executive
Committee that this obligation had been fulfilled.
16.3.3
An appeal fee of R150,00 must be furnished with the notification
as
stipulated in Clause 16.1.2. The
mentioned fee is refundable
in the event of the appeal succeeding.
16.3.4 The
person or body against who’s decision an appeal is lodged must,
within fourteen (14) days after receipt of the notification of appeal as
stipulated in Clause 16.3.2 provide the Executive Committee or
Board of
Appeal with a written explanation of the factual findings that
preceded
the decision, the decision taken and the grounds for the decision.
A
copy of this must be provided to the person lodging the appeal.
Together with this written explanation the respondent must furnish proof
to the Executive Committee or Board of Appeal that the appellant
had
received such a copy.
16.3.5 The
Executive Committee or Board of Appeal must determine a date, time
and venue for the
hearing and inform the respondent and the appellant.
16.3.6 The
appeal must be heard within twenty one (21) days after receipt of the
notification as
stipulated in 16.3.1
16.3.7 In
cases serving in terms hereof the Executive Committee or Board of
Appeal may :
16.3.7.1
Repeal the decision against which the appeal was lodged.
16.3.7.2
Confirm the decision against which the appeal was lodged.
16.3.7.3
Change the decision against which the appeal was lodged, with
the understanding that the effect of the decision may not be
aggravated.
17.1 All
Unions, Associations and Committees of AKSA shall annually, before 30
September, provide the following documents to the Secretary General
of
AKSA, where applicable :
Annual report
containing the following :
·
Minutes of the
previous Annual General Meeting
·
Audited
Financial statements
·
Constitution
including the latest amendments
17.2 The
Annual report must, where applicable, contain the following information :
·
Management
Report of the activities of the Union.
·
Final league
results.
·
Names of
persons to whom colours were awarded.
17.3
Unions and Associations must where applicable, provide the Executive
Committee with the following information on an annual basis :
·
Addresses of
all Officials
·
Annual
programme
·
League fixtures
·
Fixtures of
friendly matches between Unions.
17.4 Annual
Meetings of Unions and Associations under the control of AKSA must
17.4 Annual
Meetings of Unions and Associations under the control of AKSA
must
be held prior to 30 September and the Executive Committee must be
timeously informed of the date and time.
17.5 To
allow for uniformity the financial year of all Unions must end not later than
15 September.
